潘家华指出,中国在光伏、风电、电池、电动车领域均是世界第一,但并没有相应的国际话语权,这是因为缺原创技术、缺核心技术,只有规模优势和成本优势。同时中国新能源产业不能只有硬实力,软实力也亟待建立。目前中国新能源产业在国际上发声不够,参与规则制定不够,做贡献不够,因此虽然产能第一了,但引领能力还不够。
国家应对气候变化战略研究和国际合作中心战略规划部主任柴麒敏在演讲中称,现在全球正处在十字路口上,不管是全球治理,还是技术发展方面,都出现了越来越多“小院高墙”式的俱乐部机制和技术脱钩问题。我们应该对长期趋势做一些谨慎的判断。特别是对风险有足够的分析和预期。
在此情况下,中国如何实现能源革命和经济“新增长”?柴麒敏认为,在这个过程中要做综合、全面的考量。真正站在国家利益的角度,去平衡全球性的问题,然后提出符合我们发展阶段、具有中国特色的碳中和发展战略的路线图。
